It’s true that most places have chop sticks but not everywhere. And you can just request a fork and no one will think anything of it.
Most important is that as a foreigner you’re give the ultimate affordance of forgiveness for your ignorant ways. It’s a privilege I personally abuse without shame.
No, but think about it, Japan ain’t spacious by any means, thus sitting down requires more space since you need both hands to eat with cutlery, while only a hand to eat with sticks, holding the bowl in the other.
Somehow would be strange for function not to be surviving unless serving a purpose considering a civilization much older than our fork spoon and knife cultures.
