Use Bitcoin mining as an electricity reverse-battery for windmills and etc., like Texas does. The government would get paid in Bitcoin.
Hard to see the downside.

Hmm. I think the energy issue is the more pressing one, and I'm pragmatic, but we can agree to disagree, on that.
The government does not produce anything, so it also wouldn't get paid for mining bitcoin (except for potential taxes in EUR). But private companies are already starting to experiment with it:
