As a relay operator my options are limited only to the one relay. I have mechanisms in place to delete spam and prevent spammers from posting ever again. But it is very very easy to spawn a 7 milion new accounts and spam from those. I can see that none of that is solving your issue... Maybe creating an equivalent of a circle and using encryption, you then let only trusted or vetted people into the circle. But is that really possible?
