I believe the word you seek is usury. 0% usury is optimal but indeed powers realized the benefit of longterm non-zero usury in either positive/negative % directions.

Do not go by the modern definition. Ponder over what came before Aristotle's definition of usury and you will see alpha nobody else dreams possible.
