In the USA, inmates of prisons have a fundamental right for free health care. Other than for the rest of the population, the 8th amendments takes care of that and calls a lack of such as torture. So of course, it's no wonder that the USA conservatives are calling to remove the health care. Third world countries do better than that. But the truth is: It's already horrible in there.
