Kind of kind of not. It's a beat attempt at deletion. Amethyst has an option to delete in this way. I believe the app 'nos' may only post to relays that accept deletions. But even then your post may be reposted or broadcast to a relay which doesn't.
There's a tool which is worth bookmarking let me find it...
