Bitcoin is pseudonymous, it is never clear who owns what. You can assume with reasonable accuracy who owns what if privacy tools were not well utilized. Give us Bitcoiners a week and we can through reasonable doubt to whether or not a senator or president owns bitcoin. We can use their personal information as entropy to create bitcoin addresses. Should some of these privacy invasive laws pass it will become clear quick that who owns what Bitcoin is a much more vague question then originally thought
