The point is anyone can use it but no one can control it. The state buying Bitcoin is the state agreeing to our terms. Like any other major constituency they will have opinions about things like forks but one node = one vote no matter how many goons the node runner employs. At least that’s the hope and if it doesn’t end up that way than Bitcoin wasn’t strong enough to take on the state in the first place.
