your point is to promote the idea of changing the protocol to defeat the scammers while not introducing another vulnerability that IS protocol based and not based on human vulnerabilities? That's not an easy ask. You have to persuade the miners to adopt it or it's irrelevant, for a start. Their neutrality is part of how this protocol works, so they don't care what's in the blocks. They don't care about the use case of payments either, which is really not what a blockchain is for anyway.
