Problem: can't vote on merit requests

People can log merit requests in response to problems they have solved, but the existing merit holders cannot approve or reject these requests

Problem: can't view existing merit requests

Participants can log merit requests but no one can see them anywhere or interact with them in any way.

Solution:

Display open merit requests on the Merits page.

I'm claiming [Problem: can't view existing merit requests] on the nostrocket problem tracker so that I can work on it and other people don't duplicate my efforts.
