Don't need to postpone if the system is rigged, better to keep up the illusion
But a virus keeps most of the population in check, worked the last time quite well, opens a lot of emergency funding and the illusion goes on til they reveal 'the virus' was spread by aliens and we need a global coordination system to counter our new menace (:
