I think it's a couple things. 1) there's a ray of light coming from between buildings and backlighting the subject, but also reflecting off a storefront so the sun kinda acts like it's own fill light, and

2) this is actually a reflection. This is light reflecting off polished marble, that faint light line in the bottom middle of the frame is actually a seam between slabs of marble. You can kinda see it in this other picture I took with the marble in focus
