Think about taxes. People obey them because if not, police will come and lock them in jail, if they try to defend themself, police could legally kill those. Brute force is that thing that forces people to pay taxes, othervise they wouldn't.

So respect is fear of violence from the State. Like the respect one might have for a hungry lion, or a victim to an armed perpetrator. Is that what you mean?
