Correct. Adding a report means the relay owners MAY do something to remove the notes from their relays.

I'm running nostr-rs-relay, where can I find the reports to do something? Should I open a websocket connection and `REQ` it?
That's something you'll have to ask the dev of that particular relay implementation to find out if it is possible. It is my understanding that decent moderation tools have basically been left out of most relay implementations.
Report for spam. She has at least 2 other accounts & spamming people's threads with the same copy pasta. Already had to report 2 of them.
