I'm not there to see details, but Arabic people say this when they are getting lots emotions (like happyness, adrenaline, or fear, etc).
This means something like "oh my God" (though literally it is "God is the greatest).
So they will say this if they bungee jump, or see something too scary, or something too beautiful.
He was just a deranged drug addict, not so Arabic looking, and was surely getting a lot of emotions, by the look of what he was smoking.
But to be honest, in that moment I didn't care much. I just did not want to have him making himself comfortable with his pipe on my property, especially with my kid inside...
His behaviour terrorised the whole neighborhood, but in hindsight, I just felt sorry for him, you could tell her was under a lot of emotional pain...
