They’re both bad arguments, in addition to being contradictory.
The argument, as I understand it, is:
1. Wind and solar are notoriously inconsistent power generation methods.
2. To solve this at scale, excess capacity will need to be developed to cover for times of decreased generation efficiency.
3. Development of excess capacity is not economical without some kind of demand response use case to soak up the frequent over-generation of power caused by the needed excess capacity.
4. Bitcoin mining is a demand response use case.
