Spaces Protocol bypasses ICANN because it doesn't use their centralized DNS hierarchy. Instead spaces (names) are anchored directly to Bitcoin's blockchain with minimal on chain footprint.

The 3600 annual cap is a protocol design feature to prevent squatting. Something that has plagued other naming systems.
