If the global population dropped by, like, ten percent and more folks worked from home, wouldn't there be like, office buildings for the homeless (insert meme of woman with calculations floating by; no, i absolutely do not want to try to calculate this manually).
You could put them on power creation cycles and have them peddle for their bed and food. Or maybe have the people in prison do that for reduced sentences.
Aren't they located near data centers anyway?
