If you value a service that you use, I guess you can pay for it. You don’t have to, but the relay will cease to exist when it runs out of funds.
Usually, for a paid relay, you replace was:// by http:// and type in the rest of the address on a web browser. It’ll bring you to a page where you have some info on the relay and can generate an invoice to by with sats. For other relays, you simply connect to it and you’ll receive a message from the relay via dm on nostr to pay with sats. So you don’t necessarily need to know the relay owner.
In Damus for example, if you go into relays and tap on the i to the right, it brings you to a page in damus where you can see the a link to the relay owners npub and what nips are supported by the relay.
