Out of the block fee scope, in this case. So you'd pay the fee to accelerate, in lightning, liquid, usd, or worst case a new utxo on chain

RBF is being able to Replace the fee yourself to speed it up. But the tx needs to have been originally broadcast with RBF enabled.
