Because if government people don't want, they find ways and reasons that they don't want. A government is the worse thing you can have against you, none of them are Justice Systems!

People do that often enough to prove they are not the father, why not to use it to prove the opposite? This cannot be so unheard of to cost that much money or to be too difficult to do.

Yes, I don't need to Proof that I am the father, if you look at her and me you see me as little one.

I understand that. But that is something what the system would not recognize. You need to beat them in their own game.
