If Healthcare isn't a human right then how come we distribute it to prisoners instead of malnourished children in public schools?

If we could defund the state, that would eliminate such questions.
In a smaller community without a large central government where the community would have to decide on expenditures from a finite pool of financial resources, these types of problems would be taken more seriously and each community would come up with different solutions or compromises depending on their resources and preferences.
There are no solutions only trade offs.
