so you get a person who discovers a bug, a person who actually figures what is wrong, a person who writes that into a jira ticket, a person who makes the jira ticket is formatted according to the guidelines, then hopefully also someone who decides how to fix it and implements the fix, but i guess that's kind of optional

(this person actually does a lot of rather important and annoying work managing this stupid project, but this weird obsession with form our low level managers have inevitably leads to absurdities like this)
