I'm guessing that with that kind of spy technology, they'd be able to spy on nostr too. But I'm curious, would their tools be capable of to stop a person from using nostr?

Corruption is everywhere. What's scary too is the insidious ways they can infiltrate and co-opt just about anything.

BuT I get a sense that the decentralization nature of nostr protocol may at least keep it safe from being halted altogether...
