These laws will quickly be interpreted that a private citizen will not be allowed to buy a significant amount of xmr over a period of time.

Since no exchange will sell xmr, the best/only way to get xmr is by swapping Bitcoin for xmr in a p2p method. But agencies can recognize the target Bitcoin address as part of the swapping network. Using this they will bring charges against the buyer of xmr, since his Bitcoin wallet is attached to a KYC wallet.

Buying with cash will become near impossible with anti cash laws. Not to mention that people who will do the exchange can be prosecuted as unlicensed exchanges.

If you think that I am wrong, please tell me how can I exchange my fiat to xmr in an efficient, untraceable manner.

retoswap.com is an example, more is always coming. I don't know were your pessimism comes from. There have always been ways, even before exchanges existed. People used to buy bitcoin on ebay early on. There will always be ways.

Retoswap is excellent. Until the government invests resources into catching swappers.

They can use the non private Bitcoin and tether addresses to locate one party and put him in jail.

Once this happens people will stop using it.
