With that many, wouldn't it be cheaper to buy an S19 or S21?

It's a yes... but... the noise and the power supply could be the tradeoff.

Because I was thinking about buying more BitAxes but I wonder if an S21 running at a lower frequency is cheaper and maybe not even much louder

The main issue with bitaxe, from my point of view is the power supply and cable management when you want to scale, as advice many time, it's a learning tool, so it will be a time to look into the trade off between this hardware and the industrial one.

Another way to look into it, is that you are buying not only hash power at an expensive ratio, but you are helping the open hardware movement to thrive, remember that bitaxe isn't only the chip (closed), you have open designs and real humans hacking the way into the hardware, the next frontier we need to reach like we do with free software.
