In an open, account-less protocol, it is costless to create bots and spam. Relays *must* coordinate or else the whole system can be overrun (it probably can be anyway).

The important thing to prevent censorship is not that there isn't coordination, it's that anyone *can* run a node and ensure notes are published.

But what if some relays don't coordinate

They won't be "default" relays, but they won't be censored by any "real" client.

So think about what happens to producers of:

- Child pornography

- Nazis

- Snuff

- Terrorists

A free protocol means they can run nodes and communicate. They won't be "popular" but they also won't be stopped. Anyone can add those relays to their client. And anyone can choose to *remove* those relays *from their own feed*.
