This is first edition of Black's Law Dictionary to include the word insurrection.

INSURRECTION. A rebellion, or rising of citizens

or subjects in resistance to their government

Insurrection shall consist in any combined resistance to

the lawful authority of the state, with intent to the denial

thereof, when the same is manifested, or intended to be

manifested, by acts of violence. Allegheny County v. Gibson,

90 Pa. 417, 35 Am. Rep. 670 ,

They authority they’re exercising is unlawful, therefore any actions would not by definition be an insurrection.
