It's pretty simple really - many agencies (or within them) knew something big was going to happen, they did not know what. Some very key people knew, and made moves to capitalise on it, especially within America.

There's a difference between knowing about something and capitalising on it versus doing something to capitalise.

In other words, agencies kept mum about it for the most part so that they could benefit either through war contracts or whatever else.

This is why there were Israeli agents observing, this is homeland knew about the guys, or why Bush was in Sarasota.

Everyone benefited at the tragedy which was a legitimate attack, (it had to be in order to rally favour).
