Water heater installed in earthquake zone with out a sufficiently strong enough wall behind the water heaters.

Went through the flimsy 2x2 every 4 foot wall. Anchored to the slab and floor joists for the floor above it. To install the water heater to the left. Straps went through holes cut in the wall and attached to the new structure. Gap between old and new structure was shimmed for support.
