What’s the percentage of android users that use a 3rd party os?

What do you mean by 3rd party os? Android ROM not from device vendor? Well you can estimate by checking xdaforums and similar websites, but from what I can see, smaller fraction of Android users are doing that

I don't have any reputable statistics but I would say about 10%
