It's a self hosted search engine. You could for instance run it at home or on a server if you wanted.
I think there are some fedi admins who host it.
Not a search engine per say, but rather an alternative front end for the likes of google or bing. It strips away tracking and ads - that is the main benefit of it.
There are people who run public instances of it which you can use without hosting one yourself, though they tend to all be rate limited by Google so your experience may be shit.
Interesting what's the use case
