No one needs to do anything outside of the consensus rules
Unfortunately Nostr has very low signal to noise when it comes to spam debate. Moreover, the people who are funding Nostr are also funding many of the commie core devs and shitcoin core so, they are unlikely to accept their mistake and tell you the truth. This is one of the reasons why you see very low signal to noise on Nostr about spam debate.
I am not a fan of X too but plebs on Nostr should create an anon account on X just to realize that Nostr is really lacking good arguments about why spam, commie core devs and shitcoin core (aka malware) are one of the biggest threats to bitcoin.
