Mastercard has just launched a Euro denominated direct to Bitcoin debit card. It can be used in non-custodial wallets and globally anywhere on the Mastercard network.

My understanding is that you will be able to fund from outside wallets that are not exchange. However, like you say it sort of doxes your address. Once you do it that address is basically KYCd to you and everything else Mastercard knows about you.
