Weird, we don't even have a spec for that yet. Are there multiple implementations of this now? I think iris is also doing their own thing.

Hide user is local. Report post just sends a simple reaction for now... I will move to the new kind as soon as there is an agreement.

Damus uses 1984 for reports, content can be anything/comment from reporter. We can determine the tags soon. I want the ability to report specific things: explicit pfp, etc. so i will likely have a "reason" tag with specific values that we will need to nip.
