This is the solution proposed by HSH Hans-Adam II of Liechtenstein to the crisis of democratic legitimation in his book, the State in the Third Millennium.

The State must become a peaceful provider of security services, whose legitimacy stems from actual consent rather than hypothetical consent.

Hans-Adam pushed through constitutional reforms which guaranteed the right of individual towns to secede from the State.
