Water needs to boil for that. ASICs don't get nearly hot enough. Though, I guess they could be used to get water half way there.

Water boils at 100C. Max temperature semiconductors can safely operate is 150C so in theory you can! The issue is being able to effectively remove enough of the heat away from the junction all the way to the water without losing too much along the way. Heat dissipation is a key area for mining and as technology advances maybe we could get there
I disagree with the statement but the other lever to control to achieve boiling is pressure.
Can make up for some of the temp differential + semiconductors might not be as adversely affected by P as they are with T
