all you need is PoW linked to WoT rank ..
as a user , I can filter on WoT as high I want .. to find highest pow notes ... or as low as I want to see all the spam ..
no change to protocol .. no walls for bots .. pow fixes it .. all the tech is already in #nostr

But people have choice to adjust the wot rank .. check out coracle ..
You can choose to see all the spam say at wot rank 1 .. no spam at 10 cuz bots can't go with high pow ..
In essence - what you are talking about are modalities of how you link wot with pow .. different logics can be applied .. Damus can use your point of view ..
At the end people shall find what is best for them ..
