Yes, you’re correct. In the name of consumer protection, credit card companies offer users the option to dispute a charge if it was unauthorized or if the user feels that the merchant did not honor their policies or terms of service. The former is pretty handy… I have clawed funds back from scammers before. The latter seems good on paper but in practice is frequently abused. The whole credit card system is kinda broken.
