Talking about non-custodial or self-custodial is the other side's propaganda speak IMO. There is using/having Bitcoin, and not.
I wouldn't have self-custodial dollars, for example. Otherwise they're in a bank and I think most are familiar with the concept of not having ownership in that case, which explains historic bank runs.
