The browsers have different policies of when allowing in installation, some let you install it after a second revisit after some time, mostly after an hour, you can force it in the option on mobile and by adding as a shortcut on PC.

On PC you can force it even if it's not a PWA, by choosing the "Add as a shortcut option" and adding the flag "Save as a window".
