I don't know which fate is worse for EU if they try to use counter tarrifs. I can imagine 2 wariants.

- China treatment - double tarifs

- Deviding - Just use same formula for each country separated. So Germany can have much higher tarifs then czech republic.

It still attack EU as whole, but second option is more destabilizing for EU and hurt more from my point of view…
