I'm most partial to the idea that AZT was responsible for the majority of the perceived crisis. That and mis-attributing other factors such as severe malnutrition. When is their 'cure' not more harmful than the disease they claim to be treating?

Yea AZT and other repurposed drugs used definitely made the problem worse. And definitely many factors behind it, which IMO is why they went with 'syndrome' since that generally implies multiple causes, or at least that's how I always took it to mean. But money needed to be made, and undesirables needed removal, so...
Exactly right, they always come in with some sort of narrative to go along with their agendas.
