I think we will get there, but it will take longer for blossom servers than relays because blobs are larger and move slower
Why I'm saying this is because of what the UK is doing (EU and likely US following soon) and hosters starting to bend the knee (and I don't mean that negatively, I understand it's better than fees or prison time).
