Look in to either Truenas (advanced) or Open Media Vault (simple), both free and open source.

I started with a Raspberry Pi (any old computer will do) with USB drives just to learn how to set ut up and then bought dedicated hardware.

Using USB drives is not recommended but it worked fine for me, good for just learning the basics before you put too much money into it if you have some laying around.
