Technically yes, but it would add quite a bit more friction for the three kinds of entities involved.
- someone would need to operate the mint
- businesses and consumers would need to become part of the mint
- all participants would need mobile devices and training on use
These programs are generally intended to promote more velocity in local spending as a kind of hot potato fiat. Ive only seen implementations using paper gift certificate style that people can read, and usially a single denomimation for all vouchers. They could just as easily take a stack of paper USD-20s and stamp "Spendable in XYZ counties" on them but by issuing their own they can make money out of air.
