My guess is preparation for war more than anything else. Either with Russia or a civil war. The war things are going civil war or unrest is looking more likely than a foreign war.
I think they'll probably milk the Russia/world war for at least a few more years, but there will be other surprises we don't expect along the way.
The Deagel report said that the population of the UK (and the western world in general) Would be reduced by 2/3rds by 2025. I was kinda hoping that we would miss that prediction...
