Unfortunately I think it's relativistic where we can identify "evil" fairly well, but "good" can only be measured against that. Like we can suggest a lot of the R power structure is "evil" to some extent or other, but doesn't mean the D power structure is "good", only "better". So I think it's possible to identify pure "evil" but not pure "good" (This is just a thought experiment)

The R power structure is innately evil because it's selfish, designed to address the needs of a select few. The D power structure is good because it's generous, designed to address the needs of the largest number of people.
