Taxation is one of those special monopolies the state has like the monopoly on justice and force. And therefore, any changes to ghzf that should ideally happen only through the Congress.
Allowing a single person, the president, to make changes to these fundamental monopolies is too great a power.
I agree. And one doesn't need to agree with taxation in general to hold this view. I'm all for improving a bad situation at least.
