How is it a scam?
I would have to disagree with you. I have 6 miners hosted with a small family run operation in Iowa. I would have to pay .50 per kHh at my home. That makes running my hardware at home unreasonable with BTC prices at 62K. I pay .07 per kWh with the team in Iowa. I can point my hash power anywhere I want.
But if you are gonna do hosted mining (or already are), yes you can use Ocean.
